This structure is a converted warehouse in a formerly industrial section of Paris, where goods used to arrive by river barge and were stocked and distributed here. This entire area of the 13th arrondissement was reserved for that industrial and commercial purpose until not very long ago. Most of the warehouses were razed to create shiny new apartments, office buildings and the new Mitterand National Library (which you can see in the distance to the left). But some of the original buildings were preserved, including "Les Frigos" - a former cold storage warehouse that was occupied by squatters/artists using it as studios (not seen here). There was quite a fight to keep that building, but the artists won in the end, with the support of many of the local residents (including myself at the time).
